Yeah once a dog knows shake this is an easy trick. Simply move your hand away before they can touch it and click! Depending on the dog, you might be able to move your hand quickly in and out again to get a 2nd wave before your dog gets frustrated, otherwise just slowly build from one little wave to more.
I don't add the cue until my dogs are doing 3 paw waves each time.
