It takes time... First, in the back yard or living room (fewest distractions), dragging a leash... with a bit of their dinner from the bowl (so they are hungry) in my left hand ans a happy voice calling "here dogsname" (or heel) and tapping my left thigh.. if a little dog - or a pup - you don't want them jumping so holding the hand with treats in such a way that they are in proper position.. every 3-4 steps give them a piece of kibble...

build up to more distracting environments, and holding the leash, loosely... not using it to correct... luring the dog into the proper place.

Then, anticipating distractions that lead to pulling, asking for a sit in advance of them and rewarding that sit with happy voice and HIGH VALUE biscuits (i.e. boiled chicken)..

patience and practice and happiness are key.
