I'm not sure why this story got re-lit -- the story is from 2005, and legislation banned any use of dogs several years ago:

It was a horrific, though perhaps thankfully not very widespread, practice, and I'm glad it was addressed.

OMD, that's horrific!!!! They're idiots to do such things to innocent animals!!!! I've been hearing too many horrible stories lately about how cruel people can be. Thankfully it was adressed, that makes me feel a bit better.
