Combine ingredients in a bowl and mix well.
Roll into small balls and place on well-greased cookie sheet.
Flatten slightly with a fork.
Bake for 15 minutes or until brown.
Cool on wire racks and STORE IN REFRIGERATOR ... also freezes well.
Notes: cream of wheat can be substituted for the wheat germ.

I'll give ground beef and rice is good but should be mixed with high quality commercial puppy food to ensure that my puppy will get all the nutrition he needs.

I have tried this!

I found a similar recipe and tried it. It actually works really well for training treats as you can make them very small. Dogs love that baby food smell.

Now this recipe doesn't sound bad like most recipes posted on this site, (many of the recipes on this site make me cringe, full of flour, even sugar!!? all kindsa human crap that dogs should not eat)
But this recipe, (i can swap out the wheat for rice,) seems like a great recipe!! I never thought of baby food!!
Thanks!!

I believe they're referring to the baby food that has onion powder in it as being bad for dogs. A few years ago, one of my dogs had cancer and had quit eating, and the vet even suggested baby food to stimulate his appetite - just gotta watch that onion powder.
