Dog Safe Glue

I have a water and food bowl for my dog that I made at a pottery place. My boyfriend made the water bowl, also in the bottom of the water bowl, he added a flower and the pottery place workers glued the flower to the bottom and ensured us it was pet safe.

However, I washed the bowl yesterday and the flower came off. Does anyone know what kind of glue I can use to glue the flower back to the bottom of this water bowl? I don't remember what kind of glue the pottery placed used. My dad suggested silicone.

aquarium-grade silicone should be safe enough.

i mean, if it's okay for fish to live in, should be okay for dogs to take the odd drink out of.
